When there’s so little resources and manpower it is more effective to work on the issues which affect most people so that the user base grows. When the user base grows there will be more contributors which will have time to fix the accessibility issues for the minority of users. But at some point those issues need to be addressed and the question is when.

He invested a ton in infrastructure and did a great deal to uplift Libya out of poverty. Under Gadaffi Libya was the richest nation in Africa.
He did rule with an iron fist. But this was largely because of Western backed insurgencies. He was heavily disliked by the West for not allowing Libya to be siphoned of natural resources like other neocolonies. Which is why most of his legacy is a giant NATO smear campaign.
A quick look at Libya before and after NATO is really all people need to know.
After the NATO overthrowing of Gadaffi, Libya now has permanent civil war and the slave market is back. But suddenly that is not important to NATO anymore. Libya is free! (to rob of their oil).
